How does CLMC improve labour mobility?

CLMC replaces manual, fragmented processes with a streamlined digital approach. Workers can share verified credentials once, and regulators receive complete, trusted applications—reducing delays and improving decision-making.

What problem is CLMC solving?

Today, workers often face slow, opaque processes when moving between provinces. Even with aligned standards, these processes create delays. CLMC addresses this gap by improving how information is shared and processed.

How is CLMC different from harmonization efforts?

Harmonization focuses on aligning standards, but it does not eliminate administrative friction. CLMC complements these efforts by modernizing the process—making it faster and easier for workers and regulators to interact.

Does CLMC replace existing regulatory systems?

No. CLMC does not replace existing systems or authorities. It acts as shared infrastructure—similar to Interac in banking—allowing regulators to receive and process applications more efficiently while maintaining full control.

How are credentials verified and shared?

CLMC is powered by SkillsPass, a proven platform already used by millions of Canadians. It provides the secure infrastructure for credential storage, verification, and sharing across jurisdictions.

How does CLMC ensure security and protect sensitive information?

Security and privacy are foundational to the CLMC. The platform is powered by Bluedrop ISM’s industry-proven SkillsPass system, which is trusted by regulators and industry groups across Canada. It meets rigorous security standards, including SOC 2 Type II certification, and ensures all credential sharing is secure, verified, and based on worker consent.

Who is leading this initiative?

The initiative is led by the Canada Safety Council, in partnership with Bluedrop ISM and the Canadian Institute for Safety, Wellness and Performance (CISWP). Together, they bring leadership, technology, and independent evaluation.

What is the proposed pilot?

The CLMC pilot is a 2.5-year initiative designed to test the platform across up to 100 provincially regulated occupations. The goal is to significantly reduce processing times and demonstrate real-world impact.

Has this approach been proven before?

Yes. Similar approaches have already been used successfully—for example, helping Ontario move from a six-month backlog to real-time processing in its Working at Heights program.
